Now that Visual Recognition service has been deprecated, I need to start down a path of removing it from the site. This commit lays the groundwork for me to be able to remove 'images' projects from any new classes, while still leaving it for classes who already have existing VR API keys. I was planning to leave imgtfjs projects in beta until I'd implemented support for Python (e.g. #268 #373 ) but the recent announcement of the Watson Visual Recognition service being deprecated means I need to accelerate this.
