Have a "proficiency" variable per language that ungarbles certain spoken portions in Babble

Alternatives you've considered:
Switching back and forth as translator for one or two words and jump back - slowing down the dynamic of conversations

Additional context:
This would make it random on what people would understand adding some sort of randomness - adding that multiple people (e.g. CoC higher ups) could ask the same person multiple times and puzzle together what they've understand
