Malformed manifests

Based on a discussion at the 5/13 Commons meeting, we believe (per @glenrobson) the manifests at https://github.com/IIIF/3d/tree/main/manifests/9_commenting_annotations (except the astronaut) are malformed and the commenting annotations should go in an 'annotations' array instead of 'items'.

This is correct, I'll be happy to approve a PR if one can be put together to fix this. :)
