Move to ASWF GitHub org

We want to move this repo to the ASWF GitHub org. This issue tracks the tasks needed to do this.

• Move repo.
• Update RTD and make sure the links all work.
• Make sure license is good and copyright is also good.
• Add rez TSC as maintainer
• Add at least one TSC member to PyPI project
• Move PyPI project under the ASWF org.
• Update trusted publisher in PyPI and do a new release
• Update rez-pip-bot (this might be annoying to do).
• Scan GHA workflows with https://github.com/woodruffw/zizmor.
• Verify if LF/ASWF if there is anything to do.
