Incorporation: As a user I can see a Application Complete banner, when the application is completed and organisation is incorporated

Description

When an application has been completed we would like to show a banner at the top of the screen that shows that the application is completed as well as include a link to view more details.

Acceptance Criteria

• an option to see a banner with text and the button
• an option to see updated stage status "Complete"
