CI failures due to apt-key install error #4
Description
The most recent Jenkins failures (#46, #44) are due to errors in downloading the apt repository key for the docker apt repository.
Docker recommended install guide.
The ansible recipe implements the recommended procedure but apt-get/pgp pool is flaky.
Consider using a repeat until loop for this operation.
