Supervisor vision on services #289

Is your feature request related to a problem? Please describe.
It is hard for a manager to see who have apply for their services.
Describe the solution you'd like
We could add a page where:
- There is a list with people who haven't signup for a service this week.
- There is a button to send a notification to them (push or mail for now)
- Maybe another list with people who already signup for a service
