Should create concrete types for
- Payload, EncodedPayload, CoefPolynomial, EvalPolynomial,Blob
After implementing, these new structures should be used by the v2 clients
As part of this effort, we should consider how FFT and IFFT are done throughout type conversions, and make sure everything is correct
