Use as an external library

In order to use the phaseshifts package as an external library then a number of issues need to be resolved first, namely:

• Add complete examples for documentation #58
• Add testing for simple and/or common use cases #16
• Publish package to PyPI as part of CI/CD workflow #7
• Support Python 3.12+ #8
• Compiler warns that wrapped libphsh functions are not thread safe due to large arrays not fitting into stack memory  #6

One such possible consumer is the cleedpy project (see empa-scientific-it/cleedpy#21) which aims to make a modern user-friendly variant of CLEED.
