* QWLA Token

Application for QWLA Token to be added to the Base chain token list.

* updating the file type for logo

wrong logo provided in last PR. we have updated logo name and type. PNG -> SVG

* Validated QWLA on Base

New QWLA contract on base using the local base deployer and not team deployed contract. Should fix issue.
