MAINT: DLL load adjustments

* there were numerous reports of downstream
DLL loading issues in the SciPy main repo
issue gh-12400

* this commit just bumps the version of the
`numpy-distutils` submodule, with additional
infrastructure changes in the SciPy repo proper

* consistently reproducing the original issue has
proven tricky, even working locally on a native
Windows machine, so no regression guard has been
added at this time
