After restart opentofu-runner environment variable for image missing

Sometimes after a restart or update the environment variable holding the docker image name is lost causing the opentofu-runner.service to fail

I had this error and discovered that the OPENTOFU_RUNNER_IMAGE variable was missing on the systemd service file before the execution of the podman command.
