[Web] better explain the community license request process

When users click on Claim community license, we should navigate to a new "landing page" where the process is explained. From there, they can go to the login screen.

It needs to have

• description of the process
• reasons why LinkedIn is required
• button to navigate aways, and go back
• links to SLA

I believe the correct URL is https://blazorise.com/account/user/manage/claim-community-license-form.

How did you arrive at the incorrect URL?

It's a bug that we have already fixed. We need to release the new 1.8.3. Expect it by the end of the week.
