[Feature Suggestion] Carpets on Upside Down Stairs, ceilings, and other Upside Down Stair Variants

The suggestion is as it's written. Currently, there are is no way to place carpet on upside down stairs, even though you can place them on ceilings, so I think there's a bit of a feature gap there, (it was a different mod) and ceilings, and I think it would fit the mod.

Yeah thing is that would mandate the need to add ceiling carpets too

So, I found out that the ceiling carpets I have is an Additional Placements feature, my bad. I'll just add it to the suggestion, as I think it would still be cool for amendments to have it
