[PWA URL Handling] Interested in reviewing a spec and implementation

Hey! So we (as in Chrome) are interested in reviewing a fuller proposal and implementation of PWA as URI Handler.

There was a lot of interesting discussion in #300, but it feels like there are a lot of threads in that issue (which was my fault, as my OP covered a lot of independent topics).

I'd recommend:

• Create a separate repo for the proposal.
• Create issues for the unresolved stuff in [PWA URL Handling] General feedback #300 (and any other related issues), tagging relevant folks in.

Hey. I've been trying to untangle the issues in #300 so we can treat each one individually. I'll definitely create new issues to track them. I'll have to check if we (Edge) want to manage explainers in separate repos. I understand that's a fairly common thing to do.

Re. "fuller proposal and implementation", do you have any additional suggestions for what you would like to see in terms of content?

I've confirmed that moving this explainer to a WICG repo is the right way to go. I will request for a repo on the WICG discourse page. I will migrate issues over when that repo is available.
