What happened?

I am trying to run the program compatibility troubleshooter. Whenever I try, it says I need to install Microsoft Webview 2 runtime. I click the download and install button which produces an installation failed message. It says the Microsoft Webview 2 runtime is already installed for the system. I see other's have the same problem but no solution has been offered to any of them. What's going on?
