creating a waiting room

do you think it is possible to create a waiting room that works something like this :
@join room1:
if room1 is full : put the person in a waiting room, when someone leaves it will notify him via message, after 10-15 seconds with empty spot in the room it will notify the seocnd one in the waiting list.
