  • 在交互式管理中剥离obv11的权限
  • 中心化管理界面中允许获取不同类型的 send_target
  • 处理各种CQ码与专用消息
  • 将仅有ob11私聊能触发的消息拓展为任意私聊能触发

将权限单独拆分出来，暂定为superusers（所有adapter）和群主群管理（ob11）可以订阅

对于交互式中心管理（私聊“群管理”），只有superuser有权限变更所有订阅人的订阅选项

对于webui，在原有权限的基础上增加 superuser 可以变更所有订阅人订阅选项
