Add capability to use HRRR IC/LBCs from Google Cloud

Describe the New Feature

Add a new script to download HRRR files from Google Cloud, and modify setup_wps_wrf.py and other files as needed to call that. New WPS/WRF namelist templates will also be needed in the templates folder. Jared has code from an older "omnibus" single-script workflow of his from which much of the HRRR/Google Cloud functionality can be pulled as a starting point.

Acceptance Testing

Verify the workflow executes successfully from the get_icbc step, through do_ungrib, do_metgrid, and do_real steps.

Time Estimate

1 day should be sufficient.
