Add option for incorporating SST updates

Describe the New Feature

At present, this workflow has no way of allowing for simulations with updates to sea-surface temperature (SST). But with certain datasets and namelist options, ungrib, metgrid, and real and all be used to process SST updates into a wrflowinp file that is read by wrf.

Acceptance Testing

Test the entire workflow and verify that SST is changing in wrfout files at the expected temporal frequency.

This will need new options in the config yaml file to activate anything needed to handle sst_update.
