Add alternative option for specifying lake surface temperatures

Describe the New Feature

There is an alternative method for specifying lake surface temperatures detailed in the WRF User Guide that may be desirable for some situations. This involves executing the tavg_sfc.exe utility within WPS, so some new options and at least one new script needs to be added to accommodate that new feature.

Acceptance Testing

Test the entire workflow and verify that lake surface temperature is in fact different than without the option turned on.
