Explicitly write the restarts and station files for waves in archive

What new functionality do you need?

Explicitly add the wave restart files (including only saving one of the restarts if it's restart writing time) and explicitly write out the station files, so that it's easier to exclude some of the files if we decide that will help save space.

Acceptance Criteria

Reduce wave restart archiving.
Still archive what is needed.

The logic to write restarts or not is determined for example here: https://github.com/NOAA-EMC/global-workflow/blob/develop/ush/python/pygfs/task/archive.py#L717-L719

however the variable arch_warm_ics is not used in any of the existing parm/archive/*.yaml files.

So to only save a wave restart that's needed for restarting, I'm thinking the easy thing might be to either:

option 1:
Move the HAFS restart to gdaswave and then specify the wave resatrt in the existing gdaswavrestart yaml tar file

option2:
Add a gdaswave_restartb that has the wave restart, and leave the gdaswaverestart for the hafs restart file.

Any thoughts?

It's not a huge savings (only ~13GB) but it adds up over time.

Also the gfswave station file does have stations listed out explicitly, so we are good to go on that.
