Dead links should be removed from all jobs (with a few exceptions)

What new functionality do you need?

All jobs that create dead links before program execution that are filled during program execution need to be rewritten as this is an EE2 violation. Instead, the files should be copied back to COM after the program completes execution via cpfs.

There are a few exceptions, including:

• Links to ensemble member analyses
• Links to deterministic analyses
• Model forecasts
  • Model forecasts will be handled by Replace link w/ copy in the forecast job #3273 after product manager jobs are implemented via Development workflow lacks post manager job #1227 and Update post manager for other components #3268

This is a follow-on issue to #712.

Acceptance Criteria

• No job creates dead links before program execution
• All CI tests pass without a change to values
• cpfs is used to copy files back to COM

@JessicaMeixner-NOAA I am realizing that I am missing several exceptions here. I'll update this as I think about it, but feel free to add your own as well.
