Test and update the global workflow on Ursa after Rocky 9.6 upgrade #4419
Description
What new functionality do you need?
Ursa will be upgraded to Rocky 9.6 on Tuesday 1/13/2026. The global workflow should be fully tested following this upgrade to verify that all cases still run. If any updates are required, they should be handled as part of this testing.
Acceptance Criteria
- All CI tests run to completion
