Picklist - Can't edit magnetic qualifier

Found by an end-user, selecting a picklist to edit, with some parents, then going to edit magnetic qualifier, doesn't fill out the value list, thus showing nothing.

The list is tied to struc strain, remove this and add it's very own list.
