Our current tuning documentation is very focused on the CUB tuning process: https://nvidia.github.io/cccl/unstable/cub/tuning.html. #8623 is updating the documentation to describe policy selectors instead of policy hubs, also introducing some general explaining of policy selectors.
However, the result is still very focused on the tuning process instead of the ability of users to specify custom tuning, which is arguably the more important feature for users. We should should reorganize the docs to be more focused on the common case for the user.
