The capabilities API exposes the user-facing ID for a center:

$ curl -s https://forecasts.avalanche.org?rest_route=/v1/public/avalanche-centers/ | jq '.centers[0]'
{
  "id": "SNFAC",
  "display_id": "SAC",
  "platforms": {
    "warnings": true,
    "forecasts": true,
    "stations": true,
    "obs": true,
    "weather": true
  }
}

We should refactor userFacingCenterId to use that.
