We've had a feature request in the past for people to create and use custom sets of cards (e.g. from a draft or RAM pool) when deckbuilding. A while back I proposed an alternative API object to decklists that simply specify a selection of cards with no ID or limitations on side, faction, deckbuilding limitations, limits per deck, etc.
