Create 1850 LU spinup drivers

Use charlies script to amke the harvest rates that will enable the system to be in the correct amount of disequilibrium in 1850

This script works on a regular grid. So we need to either

1. Run it on a higher or similar resolution regular grid and then regrid the outputs
   OR
2. Make the script work in ne30 mode. Which it currently doesn't
