To make it easier to adhere to the criteria in OS2offdig/governance_report_template#41 a placeholder structure should be added to the docs-template. The goal is to show how to document the projects deployment / hosting / operations methods.

One of the goals of the template is to ensure reproducibility another is to elevate the use of supplied deployment templates.

A "Front page" guide method, linking out to seperate stakeholder guides has been choosen.

All the criteria now has sections in the README template that can be filled out!
