FGDC-> GBL 1.0 Fails, Says not UTF-8

When trying the latest version for FGDC -> GBL 1.0, I'm getting a 'ASCII detected', but I have confirmed there is no ASCII and the file is valid UTF-8. THe same file worked in earlier versions. The issue seems to be introduced when the json gem was included.

I have attached the file that is failing for testing purposes (had to do it as txt, GH wouldn't let me attached as an XML? Just remove the txt part)
