Following individual requests for the NASA Hub, I wonder if we can add some text here that we could easily copy-paste and let Mentors reuse as well.

What do we think about this as a policy for NASA? Something like:

We are developing access policies with our partners to serve community needs. We have a shared goal of learning how to support users to learn and do real science in the Cloud. For NASA, JupyterHub access is limited to teaching workshops led by NASA Openscapes Mentors. This so that users can learn responsible strategies for working in the Cloud, and so we can all understand costs that make this a continued, shared resource and so researchers can estimate cloud costs for future grant proposals. While we do not want to gatekeep or prevent access, we are not able to accept individual requests for access outside of workshops because it is not equitable to do so. We ask users to share what's happening on the NASA Openscapes Hub to help us continue to make the case for supporting the Hub. For NOAA....
