Website does not look good on mobile devices

While the website looks fine on desktop devices, something is malformed for mobile devices. The content is not centered and the footnotes overflow the bounds. Additionally, the font size is very small, and very difficult to read. The template HTML that is wrapping our content should be adjusted to fit mobile devices as well, ideally without changing the way it looks on desktop computers.
