Create Database Package

As mentioned in issue #1796, @bbockelm would like to move from a per-server database to a single database. In spirit of this, we should migrate our interactions with any database to its own package so that there is a single central place to look at how we interact with the database. This package would include the migrations, model schemas, and other functionality required.
