Clean up language in client's local config password prompt

The big block of text is intimidating to novice users.

The client is able to save the authorization in a local file.
This prevents the need to reinitialize the authorization for each transfer.
You will be asked for this password whenever a new session is started.
Please provide a new password to encrypt the local OSDF client configuration file:

This is a lot of words to say "please create a password".

Describe the solution you'd like
Rewrite to avoid big block of text.
Possibly supplement with an FAQ entry about why this is happening.
