Always on loading state when selected networks are just testnets

Description:

When the selected networks in the extension are only testnets (e.g., Westend, Paseo, etc.), the UI stays stuck in a loading state indefinitely. It never completes initialization or displays account information.

Steps to Reproduce:

1. Open the extension.
2. Go to Network Settings and deselect all main networks (e.g., Polkadot, Kusama).
3. Keep only testnets like Westend, Paseo, etc. selected.
4. Wait for the UI to load.
