Workflow task "Trigger specific package build" produces unexpected downgrade

In my fork a created a tag rec-4.8.2-serve-state-rl

Running the workflow Trigger specific package build “, el-8 flavor, no release version then produced
4.8.2-0.serve.HEAD.0.g9cd917433.1pdns.el8

yum considers this a downgrade from 4.8.2-1pdns.el8, which is a bit confusing.

It would be nice if the package name generated would be a higher version than 4.8.2-1pdns.el8.

Properly documented guidance on producing tag name that would yield a higher version would also work for me.

After discussion: making a tag was a mistake, and then Otto built on a named branch without adding a tag. This improved the situation, but not 100%. The tarball name was good but the RPM name was bad.
