Empty lines

Can there be an empty line in an instance? The format of the files does not seem to specify it. There is single instance that does contain an empty line - ./00062 - orderaltexpe/00062-00000001.soc.

There is no real reason for an empty line to be there but their absence is not strictly enforced.

The parser in the preflibtools handles empty lines properly btw.
