Add/Update states to European countries

Tracking <states> tag update

<states> tag is used when importing States from Back Office (International > Localization > Select country on Localization pack you want to import > Check content to import State > Click Import)

This ticket will be used to reference all mentioned countries' xml files Pull Requests and track their approval. I will be using the ISO 3166-1 alpha-2 codes online database (https://www.iso.org/obp/ui/#iso:pub:PUB500001:en)

In the following weeks I will be creating Pulling Requests for the following

Thanks for your contribution @rickygzz

However, use of states is only relevant for federal states. And in Europe, the federal states are:

• Austria
• Germany
• Russia
• Switzerland

The presence of states for a country forces users to enter them when adding an address. If you want to have this behavior, you can do it directly from the BO, but imo it's not relevant to have them in the default data.

@ibahloul-ps We have already removed it from CZ. We don't have any states here, I don't know why someone decided to add our city disctrits and regions as states. :-))
