Proposed changes
Based on today's logs ( https://github.com/QMCPACK/qmcpack/actions/runs/29439402006/job/87434188026 ) , issue processing routinely consumes 2-4 "operations", making for very slow progress on the stale backlog. Increase limit to 50 operations.
