deps(blockstream/electrs): bump `blockstream/electrs` to latest under a new feature

As the bitcoindevkit/rust-esplora-client#114 aims to add support for a new API adding submit packages support on blockstream/electrs (already supported in mempool/electrs).

It'd be a good idea to bump it's version here, once it's released, allowing further testing for it on rust-esplora-client, keeping the project API test coverage.
