Rename ramenctl to make room for the ramenctl debugging tool

We want to use ramenctl for the debugging and troubleshooting Go module and command line tool.

Possible solutions

ramendev

ramendev deploy env
ramendev config env

Very easy change, just couple of renames and update the docs.

drenv ramen command

drenv ramen deploy
drenv ramen config

We use ramenctl only with drenv environments, so it makes sense.

Need more work to do sub command with sub commands.

Other ideas?
