Adapt parameter io in python bindings to design of c++ #1432

Motivation / Current Behaviour
When adapting the parameter io of germany scenarios for ODE models the python bindings were designed to keep the old behaviour. Now this should be updated to be similar for both.
Enhancement description
- Binding of new classes i.e GraphBuilder, EpidataFilename
- Possibly templated binding function for read_input_data
- Desgin good handling of the graph nodes (VectorRange)
