[CI] Use caching in Github Action workflow #12

Enhancement that would build upon #9.

A lot of the setup to prep a container to be able to render the screenshots should be cache-able.

Incorporating caching could then find its way into CI workflows in other repos (e.g. building a SeedSigner OS image for each PR).
