chore: Move technical guides to the guide directory #3371

  • Move technical guides to the guide directory.
  • Update the links to point to the new location.
  • Merge identifiers documents.
  • Replace a few links with relative links in the registry. This is done like links to the identifier guide in the secondary connection resource.
  • Update links to execute resource.
  • Add a note about assigning a resource monitor to account.

Shouldn't we also think about moving roadmap and migration_guide? (can be added later)

Hmm, I think we discussed it some time ago, and the downside is that we can't override such documents later and the users would see the specified version by default. If they browse docs with older versions, they won't see the latest update in the roadmap and migration guide. I think we even had an issue that one of the migration entries was incorrect, but we could fix it later.
