Defined Type/Value Does Not Disappear From An Attribute When Inactivated (Included Inactivated is Off) #6171

Description

I did this on the demo site running on v16.8 and we are on production running v16.6.

I created a Group Member Attribute and used Defined Value Type and checked Allow Multiple Values, Include Inactivated is unchecked.

I've added people to the group and populated the attribute that I just created.

Then, for some reason I changed my mind and inactivated a value from the defined type:

Went back to the group and expect that the inactivated value will no longer show but there it is still:

Thought of a Job that might be cleaning this up and tried to run the Update Persisted Attribute Value but it doesn't do anything:

I don't know if this is by design? If it is, is it logical?
