Faster-Whisper standalone

There is a faster-whisper implementation using optimized CTranslate2 models.
On CPU it runs a large model faster than a small model with OpenAI.

By default it looks for models in the same folder, and they should be in folders named like this -> _models\faster-whisper-medium.

In Subtitle Edit standalone executable can be selected for CTranslate2 engine, just rename it to whisper-ctranslate2.exe.
