Hope you don't mind I create an issue rather than a PR,
I have updated app_rtsp_sip.c to version 3.1 and have tagged it as such, so requesting that the AddOn be updated with the new version.
I did do a brief executable test using the current version 6.0.0 of the AddOn (Asterisk 22.6.0) and no problems.
