As a user I want to run all tests on gitlab CI

  /typo3conf/ext/typo3_debug_dump_pass/". Either the package does not exist a  
  nymore, or the code creating this object contains an error.

• all tests are running on gitlab CI

This blocks: #1379

Because we might get rid of .gitlab/build since we do net need parallel anymore but i cannot test if removal breaks the gitlab tests when they are already broken

We tracked the issue down to #1214 where the intl extension is not loaded.
