[Feat/#243] 앱 강제 업데이트 기능 구현

- 업데이트 판단: 현재 기기의 앱 버전과 앱스토어 버전을 비교해서, 앱스토어 버전이 크다면 업데이트
- 업데이트 체크 시점: 앱 시작될 경우, ScenePhase가 .active될 경우
- 알랏 틴트 색상 강제 적용
